The second explanation is that other civilizations do not need such structures for anything and it is easier to use the resources in the universe as they are provided - according to the law of minimum costs. Today, humanity is already working on a thermonuclear reactor. Why capture the energy of a star if you can launch your own small one? The Dyson structure is like a steam locomotive in the era of magnetically levitated trains.
Radio signal is an obsolete form of information transmission. Earthlings began to produce high-power radio signals capable of being recognized far in space only a hundred years ago. And in 50 years such signals will not exist at all. Because even now it is much more profitable to use microwaves or lasers for communication with remote devices and communications. This window of irrational energy emission beyond the Earth will soon end - earthlings will conserve energy of all types, fighting entropy and littering of spaces.
The universe is infinite. This means that it contains all combinations of materials and complex structures with their statistical probability of emergence and development. Everything that does not contradict and is consistent with the laws of physics.
So yes, there are. There is a copy of you and me. But at what distance?
It looks like the emergence of primitive but self-reproducing structures is a rather rare phenomenon. On Earth, it took billions of years, despite the very successful combination of materials and the location of the planet.
Another billion years were very successful for the emergence and development of multicellular life. And the next billion - for the moment of the emergence of intelligence. The formula for the chance of all components is so meager that it is not surprising if at this moment in time at short distances around our star there is no other intelligent life. Most likely, neither we nor our descendants will ever meet another intelligent species. But the chance of meeting primitive life somewhere in space is billions of times higher.
A little optimism can be given by studying the deep physics of the universe. We do not yet know for sure the possibilities of alternative non-classical types of information and energy movement. Let's continue working on this.
If it turns out that in this section of space/time we are still completely alone - no problem, one problem less. Apparently, those civilizations that have an expansive strategy, like humans, will strive for movement and exploration. And therefore, they will be exceptional competitors.
Human nature is to seek the answer to this question in development. Norms change constantly. Sometimes smoothly, sometimes in leaps. But we have decided now that wearing underwear and solving problems in dialogue is more practical than grabbing a stone and throwing it at another monkey.
This will continue to change. And balance will never come. Yes, in the future, man will slowly get rid of unnecessary self-restraint. But with the development of technology, there is more demand, and man is a selfish creature.
We will not be able to live like ants, stopping in development, having finally decided. In any case, we do not want this now.
